RESPONSIBILITIES (KEY PURPOSE OF THE POSITION)The QA & HSE Specialist position resides within the Projects department, with the objective to ensure that technical and non-technical requirements and Quality standards are met. Facilitates, Products, Bids & Project teams in identifying and resolving process related problems. He/She works closely with key players in Bids, Project Management, Engineering, Industry & Supply Chain, Services, Purchasing and Suppliers along with the support functions.
This position reports to the BEST Bids & PMO Manager.
RESPONSIBILITIES (Key accountabilities and responsibilities)
The key responsibilities of the position are as follows:
Prepare and maintain Quality Assurance Plan.
Coordinate and maintain BEST referential system, keep the Quality and Configuration Management documentation up-to-date.
Measure and maintain the Quality and HSE KPIs, coordinate the establishment of all other business process KPIs in preparation for management reviews, in compliance with the Quality plan.
Lead the ISO 9001 certification and maintenance process.
Lead the Thales Internal Audits (e.g. TIMS) and follow-up on actions towards closure.
Interface with Thales Australia Quality team, ATMB (Customers) and ISO 9001 certification body as required.
Prepare the yearly Quality Management Review and follow-up on actions.
Ensure qualification of BEST suppliers from Quality viewpoint.
Manage all suppliers and contractors delivering Quality activities.
Raise alerts/vetoes in the dashboards when company or program-related objectives are at risk and propose corrective actions.
Projects
Ensure that the technical and non-technical requirements of the Customer
are recorded, understood and managed efficiently by all the members of the Project team.
Ensures that the project deliverables comply with the customer’s requirements and with the applicable norms and standards.
Guides the Project team in defining and adjusting the Project & Engineering reference system, and validates the resulting plans..
Assesses the execution of the Project (in relation to the plans): Evaluates deliverables through peer reviews, gate reviews, assessments and reports through QA Advice. -.

Monitor the corrective action process for any Quality issues to ensure timely closure and elimination of adverse trends. Report any process issues to Project Management and Engineering management.
Facilitate various process (e.g. Lesson Learnt, RCAs) and Quality related investigations, as required.
Perform reviews and analysis of findings raised as a result of audits, assessments, reviews and facilitate corrective actions and improvements.
HSE specific requirements for BEST/China national standards to be included here.

Reduction of project/delivery risks and minimisation of Cost of Non-Quality.
Assuring that the commitments we make to our customers are met in deed and in intent while balancing the cost and schedule constraints.

GENERAL / SPECIAL REQUIREMENTS
GENERAL
Excellent communication skills.
Knowledge of Quality Assurance and Configuration Management methodologies/techniques.
Knowledge of and experience in auditing, performance monitoring and measurement and analysis.
General knowledge of system and hardware/software design, development, installation and testing.
General knowledge and experience in Occupational Health & Safety.
Experience of deploying quality management principles
Knowledge and experience in ISO 9001 certification process.
SPECIAL REQUIREMENTS
Chinese speaking is mandatory to work effectively with the engineering teams
English speaking and writing ability is required to liaise with Thales Australia
Strong willingness to learn and adapt Thales/Industry best practices
KNOWLEDGE, SKILLS & EXPERIENCE
QUALIFICATIONS
Tertiary Qualifications in an engineering or related technical discipline.
Audit experience and Lead auditor certification is desirable.
ESSENTIAL EXPERIENCE
Detailed knowledge of and experience with ISO9001 standard, quality management and measurement systems in a similar business.
Strong influencing skills including the ability to drive improvement at all levels and across all areas of the organisation.
Strong communications skills that inspire team confidence and respect, while motivating team members in an effective manner.
Diplomacy skills including the ability to withstand pressures and say 'no' to other managers when quality is insufficient or processes are not being adhered to.
Strong analytical and problem solving skills, including the ability to understand and critique requirements.
Excellent communications skills including the ability to prepare and present reports to a range of audiences.
Advanced ability in Microsoft Office tools: Word, Excel, and PowerPoint.
